Central Project Management Office


Authorized by Project Steering Committee Office (established in Department of Science and Technology of Ministry of Construction) as project executive organization, central PMO accepts guidance of PSC and responsible to organize, coordinate and manage routine work.

CPMO are composed of Chinese PMU—Information Centre of MOC and Dutch PMU—Royal Haskoning as following table:(左边表格的英文直接引用括号里的内容,右边的英文印下表格下方的内容。)

  • CPMO Function
  • Routine management in general and full scale;
  • Assist DOST/MOC to organize tendering and selection of PEOs;
  • Compose implementation scheme;
  • Examine, monitor and manage specific project implementation, progress and quality; coordinate PEOs, local PCOs/PMOs and DPOs;
  • Coordinate and deal with problems happened in the project and submit vital problems to PSC Office to discuss;
  • Collect and summarize schemes, summary, reports and sheets submitted from local PCOs/PMOs, PEOs and DPOs; compose Project Progressive Report (such as bi-annual Work Report) and report project implementation status regularly to DOST/MOC;
  • Financially manage project fund;
  • Compose project budget in bi-annual, annual and whole implementation period rate;
  • Summarize and raise budget installment request and submit to DOST/MOC;
  • Coordinate, supervise PEOs and local organizations to deal with support fund;
  • Check budget implementation regularly and irregularly;
  • Manage project periodic outputs;
  • Evaluate, accept and submit periodic outputs;
  • Organize periodic evaluation and auditing on project implementation progress, quality and fund use;
  • Check and accept and hand over project hardware equipment;
  • Communicate and contact with PEOs, local PCOs/PMOs and DPOs to collect and pass project information;
  • Report to PSC and PSC Office, organize significant meetings;
  • Execute tasks authorized or committed by PSC or PSC Office.
